Purely a scientific question and I don't mean global warming... Have we reached a certain level of knowledge now that we can tamper with the weather?

There's something called cloud seeding that is thought to work and it's been around for over half a century.

See, rain droplets form when water vapor condenses around some particle, usually a dust particle or so. Well, at least in labs it's been shown that certain chemicals, such as silver iodide, enhance this process.

So the idea of spraying this stuff in a region of the atmosphere to induce cloud formation has been around for over 50 years, and it's been tried many times.

Does it work? Hard to say, though anecdotal evidence suggests it does. Remember, the reason we can't know for certain is because there is no controlled experiment we can do on this stuff AND no government is willing to incur the legal and diplomatic fallout from modifying the weather in a way that negatively affected that country.

It was unclear whether the project was successful; hurricanes appeared to change in structure slightly, but only temporarily. The fear that cloud seeding could potentially change the course or power of hurricanes and negatively affect people in the storm's path stopped the project."

The Chinese hope it works as they are planning on using it (Cloud Seeding) before the Olympics next year.

Well Louis Farrakhan was quoted as saying the US Government were the ones responsible for Hurricane Katrina's forming over the ocean and landing in New Orleans.
