These 'average' temperatures and have been known to vary a good bit in either direction. If you are traveling to the Orlando area, it's always a good idea to pack a light jacket.

December
Average high temperature: 72.9
Average low temperature: 51.3
Average precipitation: 2.15
Average humidity (1pm): 57
Record high (1978): 90
Record low (1983): 20

if it is anything like last years miami-wisconsin game, it might be cold as balls. its was about 35 and windy last year. dont underestimate floridas winters, bring cold weather gear, just in case. on the other hand. it could be 65. i live in orlando and you can stay many places depending on what you want to do. if you are going to hit the parks then just stay somewhere on internation drive or at disney. if you just want to get wasted and hit the bars, stay downtown. the citrus bowl is near downtown and is in the hood. there is a marriot downtown that could be an inexpensive choice. there is also an embassey suites. one of my buddies is a WVU fan/alumni, so i think i might go. hit me up if you have any questions.
