Alcohol, its called a lit shot...supposed to enhance the power of the alcohol but a good ammount, its considered pretty dangerous when you use it on stuff like Bacardi 151, Everclear or anything above 75% total alcohol ;)

I have no idea, it looks like that stuff in the neon glow sticks, but I don't think that stuff does that.
