with c-pep blocking any trade and requesting a release and the dolphins doing that in the end does that mean that his salary does not count against the phins cap?

no but i think we will get a comp pick for him that is probably higher then what they were offering to give us.

No you can only get them for guys whos contract runs out, not is released.
