School Funding Misleads

A new Obama-Biden ad includes misleading claims about McCain and education spending:


It says McCain "voted to cut education funding" and lists five votes. But one was a vote for increased education funding, although for fewer dollars than what Democrats may have wanted. And three others were votes against additional funding, not votes for funding cuts.

That's one thing that's always gotten me about "voted to cut funding". Congress can vote one year to increase funding for say...education by 15%. The legislation passes and then the following year, a lawmaker will want to limit the increase to say only 10%...and yet the false claim is made that he's cutting funding.

That's not cutting funding. It's only reducing the amount of the increase. If they were cutting funding, the lawmaker would be proposing to fund less than what is currently being funded.
