Can't upload compliant avatar

So I'm trying to upload an avatar. It's 150 x 113 and only 12.1 KB. No luck.

I've tried uploading it from my PC and from a hosting website, I've tried uploading it as .jpg and as .png

Nothing seems to work.

What gives?
