The deal sounds like it will go through if they can get around one rule. FIFA made the MLS set transfer dates for International Players to enter the league, and if Donovan goes to Portsmouth on loan, he could only come back between those two dates. Since MLS set the transfer dates as January 1-March 1 and August 15-September 15, if Donovan goes on loan, he won't be able to come back to the MLS until August. If Donovan can't come back on time for the start of the MLS regular season (April), I doubt the deal will happen.
