I wouldn't take college 40 times as gospel. those colleges have something to gain by exaggerating those numbers, the Combine doesn't.

Ted Ginn Jr was unofficially (.24 seconds are added to a hand-timed race to account for the delay it takes for human reaction when using a stopwatch which was not done here) @ 10.02 in 100m. Usain Bolt set the world record @ 9.69 in 100m and he pulled up at the end.

the announcers said during the game that armstrong i think was the fastest on the team...the one that ran down and got pasted on special teams
