when are there changing the jersey #'s

When are there changing the jersey #'s for the new players guys like
Devone Bess still wearing #15 Kendall Langford still has #70 etc.

They don't have to change their numbers if that position can have it. For example, I don't think Davone Bess will change his, he can be 15 as a reciever.

where did you hear that? Official site still lists him as 70.

Not true. Langford is still #70 and from what I understand, he will remain #70. Bess will also remain as #15.
