Cap Question - FA /Draft

I have a question regarding the cap. Once we are done upgrading thru FA, do the salaries paid to the rookies (drafted and undrafted) also count towards the cap? Meaning, if we still have 18 millions, after the signings of Martin and Porter, would that mean we only have that money available to address any other FA needs and sign our rookies? Our first round alone would take about 8 millions, correct??
Please advice. Thanks in advance.

people are predicting that 5 million will go to this years draft and i believe we have 10 mil left.

We could always trade Booker and save 3.5 million to sign whoever.
