Will the new CPA have a cap that rookies can make? I heard that this idea was being passed around awile back. It would stop the enivetable hold out that first round picks(see Brown) do. Anyone heard anything?

There is already a "rookie cap" which is the totally amount of cap space a team can give to the draft choices in year 1 of their deals....I read that the new CBA will put limits on contract length...I do not know if they will lower the rookie pools that would divert more cap space...er.....money...to the vets
they should slot the amounts like the NBA does
Why the hold-outs then?

I'd support a hard cap for rookies. Enough of this crap by year three you'll have proven whether or not your a player, backup, or scrub.
