The "Settlement Agreement" is definitely referenced in the CBA for some technical procedures and "The provisions of the Stipulation and Settlement Agreement, as amended, in White v. NFL, No. 4-92-906 (D. Minn.) ("Settlement Agreement"), shall supersede any conflicting provisions of this Agreement."
No I don't think it's included as I have looked and checked each appendix listed.
