Philbin believes in building through the draft and not with high priced FAs plus, we have alot of our own guys to resign. We're not going to have as much cap space as some people think.
Ireland doesn't believe in building through free agency. He firmly believes in drafting average players.

League rules say we have to spend pretty close to the cap. The money will be spent- whether it's on all our own guys or some new faces remains the question. And I would not judge Ireland's free agent signings last year as what we can expect this year. His big move was Richard Marshall. Everything else was camp fodder and bargain basement shopping trying to get lucky on a few of them.

Well, if you want to re-live our glorious 2012 offseason. Just browse the threads from a few months past. From Fisher blowing us off (IMO blessing in disguise), to when Peyton blew us off, to Flynn blowing us off - thank god though that guy sucks, to the acquisition of Legendu, Hicks and many other mediocre free agents.
I don't think Ireland can have a worst free agency period than the one he just had. Then again I'm hoping he doesn't have anymore offseasons with us. Good thing he gambled on Tannehill though, but if Ireland sticks around then I fear for Tannehill's career, he won't ever have help.
I get it, Philbin doesn't "believe" in building through FA as we've read in here about a thousand times. Who does? Everybody builds through the draft. Everybody. FA is just an extra resource. Some utilize it more than others, but nobody "builds" through it.
A good GM utilizes all of the resources he has available and gets the best players for his team that he can in a given offseason.
