Since 2000 there have been plenty of non elite QBs in the SB:
2000: Trent Dilfer & Kerry Collins
2001: Brady(wasn't elite yet)
2002: Brad Johnson
2003: Jake Delhomme
2005: Ben(wasn't elite yet) & Hasselbeck
2006: Rex Grossman
2007: Eli
2011: Eli
2012: Flacco & Kaepernick
