    in which Pennsylvania would award a number of electoral votes to the losing candidate under a system not used in any of the other 49 states.

    As you may know, the losing candidate in every presidential election in Pennsylvania since 1988 has been a Republican.

    and all 20 electoral votes. That's because Pennsylvania -- like 47 other states and D.C. -- awards those electoral votes on a winner-take-all basis. (Two smaller states -- Nebraska and Maine -- award some of their votes by individual congressional district.)

    At this particular quirky moment in American history, there are a surprising number of states that have Republican legislatures and governors but are trending solidly Democratic for president, including Wisconsin, Michigan, Virginia, Florida...and Pennsylvania.     to pick presidential electors on a variation of the Maine-Nebraska method. Because the Democratic vote has been so overwhelming in some urban congressional districts, with the Republicans winning more suburban and rural districts by by smaller margins, the swing in electoral votes could be dramatic.

    The only way that would be a fair solution is if we did it in all 50 states. Not just selectively implementing it in notoriously blue states and certainly not with the new jerry mandered districts that have been implemented by the GOP. A more just solution though is to just go with the popular vote.

    Which would require a federal law. It would be the easy and intelligent thing to do, just make all the rules the same.

    Under Bush that wouldnt be a problem. Under Obama its the first steps towards totalitarian rule. So its going to require a Republican in office just to get it passed. Then again, at that point, the GOP wont see why they need to pass the bill at all.

    I love how people think just switching to a popular vote is the fix for everything. You all skip 2 major points.

    1) Middle America will be pissed because their voices wont weigh the same as populated metropolitan centers. Their agendas wont advance (not an alltogether bad thing from my standpoint. Im all for cleaning up subsidies)

    2) Why does it matter? As long as we limit ourselves to two parties, were always going to elect someone beholden to the special interest groups and lobbies, and not to US

    Keep the electorial college. Just have the federal government make the rules the same for every state. Rigging the system (like the GOP has tried to do for over a year and plans to continue attempting for the next 4 years) hurts everyone, no matter what their political leanings are.

    Again, totalitarian rule, etc etc etc.
