While the Obama administration and the EPA may be taking a harder look at mountain top removal mining permits, a quick look at coal mining employment in West Virginia reveals that since Obama took office in the winter of 2009 coal mining employment has grown by over 1,500 jobs or by 7.4%. If we measure from the end of the national recession in June 2009 (or the 2nd Quarter of 2009) to the third-quarter of 2011 (the latest available data), employment in the coal mining industry has grown by 3,100. For comparison, total employment in West Virginia has only grown by 2.9% over this period.

Looking over the last two decades, annual West Virginia coal mining employment was higher in 2011 than at anytime over the last 17 years, according to Workforce West Virginia. In 1995, there were 22,669 workers employed in coal mining (SIC Code 12) compared to 22,693 during the first three quarters of 2011 (NAICS Code 2121). If you include coal mining support activities (NAICS 213113) - which are separated out when the Census switched to using NACIS Codes in 2001 - employment in coal mining was at 24,515 in 2011 compared to 22,669 in 1995. Any way you look at it, coal mining employment is at a two-decade high.

CRS: Most Major Clean Air Act Rules Began Under The Bush Administration. A Congressional Research Service report explained that many Obama-era pollution rules proposed to enforce the Clean Air Act and other statutes "began development under the Bush Administration":

Not all of these rules are Obama Administration initiatives. Many began development under the Bush Administration, including several that were promulgated under that Administration and subsequently were vacated or remanded to EPA by the courts. Within the Clean Air Act group, for example, most of the major rules, including the agency's boiler rules and two of the major rules affecting electric power plants (the Cross-State Air Pollution Rule and the MACT rule [Mercury and Air Toxics Standards rule that will require that utilities limit hazardous air emissions using the Maximum Available Control Technology (MACT)]) fit that description. Other EPA actions, such as reconsideration of the ozone air quality standard, have actually delayed for several years implementation of Bush Administration rules that would have strengthened existing standards.

Bush Sr.'s EPA Chief: Previous Administrations Handed Regulatory "Grenades" To Obama. Greenwire reported in December 2010 that George H.W. Bush's EPA Administrator acknowledged that "the Obama administration has far less leeway than the agency's critics in Congress suggest":

National Journal: Coal Industry Privately Acknowledges That Obama Administration "Inherited A Stack Of Obligations." A National Journal article noted that "a stack of court-ordered environmental regulations, some dating back 20 years" met EPA Administrator Lisa Jackson when she took office. The article also said: "Privately, coal chiefs and Republicans say they understand that Jackson inherited a stack of obligations and had to act." [National Journal, 9/22/11]

Energy Industry Executives: EPA Clean Air Rules Are "Long Overdue." In response to a 2010 Wall Street Journal editorial that characterized EPA air pollution rules as an "assault" on business, energy industry executives noted that these rules "are required under the Clean Air Act," and that "the electric sector has known that these rules were coming." They added:

For over a decade, companies have recognized that the industry would need to install controls to comply with the act's air toxicity requirements, and the technology exists to cost effectively control such emissions, including mercury and acid gases. The EPA is now under a court deadline to finalize that rule before the end of 2011 because of the previous delays.

To suggest that plants are retiring because of the EPA's regulations fails to recognize that lower power prices and depressed demand are the primary retirement drivers. The units retiring are generally small, old and inefficient. These retirements are long overdue. [Wall Street Journal, 11/22/10] [Wall Street Journal, 12/8/10]

CRS: Coal Retirements "Caused By Cheap, Abundant Natural Gas As Much As By EPA Regulations." An August 8 Congressional Research Service report explained that older coal plants are being replaced with cleaner, cheaper natural gas "almost regardless of EPA rules":

NOW GO AHEAD, I KNOW YOU'RE PROBABLY NOT GOING TO READ ONE DAMN THING I JUST POSTED. BUT YOU WILL RETURN AND TELL ME I'M A SOCIALIST.

Same as Romney saying, "coal is our future, i love coal" then Obama reminding him that when he was Governor Romney called coal plants "killers".

    SPIN!!!!

I noticed you used the plural form there. Total BS. Nice try NYJunc.

He called ONE PLANT a killer. Now, go find out what was going on at that SPECIFIC plant, why Romney was there, and why he shut it down, refering to it as a killer. If he turns out he was there to hate on coal, you might have a point that he was playing politics in Mass. But, what happens if we find out there was something seriously wrong with that specific plant and he shut it down for good reason?

Thats what was pissing me off so much last night in this debate. SPIN. On both sides. You cant take isolated incidents and spin them. And Im smart enough to realize guys are going to play politics a lot. Hell, they are trying to get elected into office. Thats how it goes. But, I wish they wouldnt use so much SPIN in their arguments.

That BS about Obama calling that **** a terriorist act where the Americans at the embassy were killed. That speech at the Rose Garden he is talking about, he didnt call that act terrorism. He made a generalized broad statement about acts of terror and then tried to claim that **** as him pointing that incident out. BULL****. Im surprised Romney wasnt clever enough to turn that **** on him and ask if Obama knew it was an act of terror that day, why did he have his people going on for days about how it was a demonstration gone wrong and that was the best information they had at the time? And the moderator saying it was in the transcript...... well yea it was in the trascript only he wasnt speaking to that exact incident. He just made a generic statement about acts of terror. Such BS.

Also I didnt care for how both candidates dodged the questions they were asked and went on speaking about things having to do with that issue and sometimes a completely different issue than the ones involved in the question. Answer the ****ing questions.

exactly. he was making a generalization about terror in general, not that specific incident. if he had acknowledged that libya was an act of terror, then why at the U.N a week or 2 later was he and his administration continuing to say it was due to the video that set off demonstrations

heck even the fat **** moderator bitch candy crowley came out this morning and said romney was right and she thought he just worded it wrong. to bad she waited till this morning to correct herself, rather than doing it last night.

I'd check out the video again, she both corrected Romney and affirmed his intent. After she corrected Romney, she then went on to say that it did take him 2 weeks. That's why there were two moments of applause.

I thought that what Crowley did was incredibly inappropriate, it's not her job to play "fact checker" in the middle of the debate, couple that with the fact that she now admits she had her facts wrong and she's got a serious problem on her hands.

No, she said that last night after the debate. Romney got the wording wrong, but was right on the overall point. That's the point she was trying to make during the debate and the one she reiterated in the post debate analysis.
