It's only obvious to a few of us that nothing has been said that would suggest that Jennings will prefer Miami over some other destination. Though the similarities between the Jennings situation and the Flynn situation are limited to entering free agency and having played with Green Bay, it's good to consider that any past relationship to Joe Philbin basically equals (in the media's eye) Miami potentially being interested because... well, this team needs talent that knows Joe's system, right? That's all it is. It immediately creates some demand for the player and totally benefits them.
You know what else is obvious? Joe has stressed his preference to build through the draft and through players he can mold to his blueprint. Jennings may be a good fit, I'll give him that. Whether or not Miami wants an expensive wide out will need to be seen. If it were me, I'd take Hartline's asking price and offer it to Jennings and then move forward from this topic. However, Joe may not want to do it that way.
